Steven Abbott Associates Helps Secure Permission for Flagship M&S Store
The Secretary of State has given the go-ahead for a £60m Marks & Spencer store near Cheshire Oaks, Ellesmere Port.
Planning permission for the proposed 150,000sq ft development, which sees the biggest investment by M&S outside London in the past decade, underwent a six-day public inquiry in June this year following concerns from the old Chester City Council and Liverpool Council.
Satisfied with the retailer’s environmental plans and commitment to pay for any changes needed to the local transport infrastructure, the development has now been given the green light, with work due to begin on-site in early 2010.
Independent town planning consultancy, Steven Abbott Associates (SAA), provided the expert retail evidence on behalf of M&S and Simons Developments.
SAA Partner Jonathan Smith Comments: “The retail case for such a large store outside a defined shopping centre was clearly difficult to compile but I am delighted that both the Inspector and Secretary of State accepted my submissions without criticism. The development received significant support from the local community and I believe that it will bring real benefits to Ellesmere Port and the wider region.
“The new store will be the second largest M&S in the country, creating approximately 350, permanent full-time jobs to help long-term employment. With an extra 150 jobs offered at Christmas, the new store will provide the area with a much needed boost – particularly in light of the current financial climate.”
